Tendering

Whether it be a lift maintenance contract, partial upgrade, modernisation, or a full replacement, TLC can run competitive tenders on behalf of our clients. The tender process is typically designed to be transparent and fair, with each tenderer bidding against the same scope and contractual terms (apples to apples). The tender process is an important part of any project and can help ensure our clients receive the best value for their money, while also ensuring that the work is completed to a high standard. It is important to define the scope of work clearly so that all tenderers are bidding against the same requirements and to identify potential tenderers who have the experience and track record to complete the work.

Issuing a Request for Quotation (RFQ) and evaluating the proposals received allows TLC to compare different bids and choose the one that best meets our client’s needs and budgetary requirements. Providing a recommendation based on the evaluations helps to ensure that our clients can make an informed decision about which tenderer to choose.

The Process

Define the Scope of Work

TLC will determine the specific needs of the building’s Vertical Transportation system and define the scope of work or maintenance that needs to be completed. This might include replacing certain pieces of equipment, adding new features, or simply performing routine comprehensive maintenance.

Identify Potential Bidders

TLC identifies a list of potential tenderers along with nominating the names of certain subcontractors for any ancillary works. Depending on the scope, the nominated list of tenderers can be diverse, including both large (the big four) and small Vertical Transportation companies.

Issue a Request for Quotation (RFQ)

TLC will issue a Request for Quotation (RFQ) to the potential tenderers, outlining the scope of work, the timeline for completion, and any other relevant information.

Proposal Evaluation & Recommendation

Each proposal is reviewed and evaluated based on factors such as price, compliance with scope, experience, and past performance. Based on the evaluations, TLC will provide our clients with a tender evaluation report with a recommendation for their consideration.

This ensures that the client gets the best value for their money while also ensuring fairer contractual terms.

Why three quotes usually cannot be compared

Ask three lift companies to price the same job without a specification and you will receive three documents describing three different scopes in three different vocabularies, with three different sets of exclusions. One includes the doors, one does not. One prices a controller that only it can maintain. One assumes work outside hours, the next assumes access it will not get. The prices are genuinely different because the offers are genuinely different, and no amount of studying the covering letters will reconcile them.

A tender is what makes three prices mean the same thing. That is done in the specification, not in the number of bidders.

What we do

Writing so more than one company can bid

The single most consequential decision in a lift specification is whether the equipment can be maintained by someone other than the company that installs it. A specification written around one manufacturer's proprietary controller and diagnostic tools does not just narrow the tender; it narrows every maintenance renewal for the next twenty years, at exactly the moments when competition would have been worth most.

We write specifications to be non-proprietary wherever the building's requirements allow it, and we say plainly where they do not.

Probity and the record

For a body corporate or a public sector owner, being able to show how the decision was made matters as much as the decision. A documented process - same information to every bidder, questions answered in writing to all, assessment against stated criteria - is what makes a recommendation defensible at a general meeting or an audit.

What you receive

A specification and tender documents you own, a documented process, and a written assessment report that sets out what each bidder offered, where they differed, what the differences mean in practice, and which offer we recommend and why. We take no commission from any bidder and have no relationship with any of them.
